1 Introduction
RAI Amsterdam B.V. (hereinafter: RAI) has drawn up these accommodation regulations (hereinafter: the Regulations) to provide a clear overview of the applicable rules and regulations in and around the RAI Convention Centre (hereinafter: the Convention Centre).
This document and its ANNEXES were last updated on 1 August 2026 and supersedes the document and ANNEXES previously published on RAI.nl.
In and around the Convention Centre, compliance is required with:
- national, regional and local legislation and regulations; and
- additional conduct-related rules and regulations for the Convention Centre drawn up by RAI.
These Regulations, including the ANNEXES, provide a comprehensive overview of the conditions for safely entering and using the Convention Centre and the surrounding RAI areas in compliance with applicable legislation and regulations.
1.1 Definitions
The definitions used in these Regulations shall have the following meaning in both the singular and the plural:
| Visitor | The natural person or legal entity who, in any manner, directly or indirectly, as a Visitor, Exhibitor, Organiser, Supplier or Preferred Supplier or otherwise, enters into an agreement with RAI or an Organiser in relation to attending an Event organised by RAI or an Organiser at the Convention Centre. The natural person or legal entity who attends any Event at the Convention Centre without directly or indirectly having entered into an agreement with RAI or a third party. |
| Convention Centre | The meeting and conference rooms, the RAI theatre, the exhibition halls, the Elicium, the lounges and/or the foyers of the RAI Convention Centre, located at Europaplein and Wielingenstraat in Amsterdam, the Netherlands, as well as the associated areas such as entrances, corridors, staircases, cafés and/or restaurants, parking garages and outdoor areas. |
| Event | Any trade fair, conference, exhibition, theatre production or other Event taking place at the Convention Centre. |
| RAI Exhibition Services (RES) | The RAI department responsible for supplying and/or installing products or services for Parties in connection with Events at the Convention Centre. |
| Exposant | Any natural person or legal entity who has registered:

| Municipality | The Municipality of Amsterdam. |
| Safe Working Manual | The manual prepared by RAI’s Safety & Security department, providing further information on the rules and regulations relating to safety in and around the Convention Centre. |
| Tenant | A natural person or legal entity who leases business premises within the meaning of Book 7 of the Dutch Civil Code. |
| Organiser | A natural person or legal entity who enters into a rental agreement with RAI in connection with an Event. |
| Umbrella Permit | In Dutch ‘Parapluverguning’ an authorisation granted to RAI by the Municipality, enabling RAI to grant permission for Events. |
| Party | Any contractor, Visitor, Exhibitor, Tenant, Organiser, Supplier or Preferred Supplier and any other relevant natural person or legal entity. |
| RAI | RAI Amsterdam B.V., having its registered office in Amsterdam at Europaplein 24, 1078 GZ, registered with the Trade Register of the Dutch Chamber of Commerce under number 92449174. |
| Real Estate | RAI’s Real Estate department is responsible for architectural and technical services relating to the RAI Convention Centre, including technical equipment and installations. The department manages new-build and refurbishment projects as well as installation replacement projects within RAI Amsterdam. The department also carries out day-to-day maintenance and management tasks. |
| Regulations | RAI’s Accommodation Regulations have been drawn up to provide a clear overview of the regulations applicable in and around the Convention Centre for organising or attending Events at RAI safely and in compliance with applicable legislation and regulations. |
| Rigging | The suspension of materials from RAI’s roof structure using safe and approved rigging materials, as summarised in a rigging plan and approved by RAI’s Real Estate department. |
| Suppliers | Suppliers engaged by RAI, an Organiser, an Exhibitor or others to provide products and/or services for an Event or the Convention Centre, including related activities. |
| Preferred Suppliers | A Supplier from whom Parties organising Events at the Convention Centre are required to purchase certain services or products. |
| Webshop | The virtual online shop created by RAI Exhibition Services (RES) for Exhibitors to purchase certain products and/or services. After registering, the Exhibitor receives the URL to log in. |
1.2 Applicability of the Regulations
The rules set out in these Regulations apply to everyone present in the Convention Centre. Parties are required to ensure that employees and any other natural persons or legal entities for whom they are responsible are properly informed of the applicable rules and regulations set out in these Regulations.
The most recent version of these Regulations is available on RAI’s website and shall apply. In all cases not provided for in these Regulations, or where their interpretation is unclear, RAI shall decide. RAI reserves the right to amend or supplement these Regulations if there is reason to do so.
ANNEXES are attached to these Regulations. They form an integral part of the Regulations and provide further details of the matters set out therein. The ANNEXES are easily accessible via hyperlinks.
These Regulations have also been prepared in English. In the event of any conflict or ambiguity, the Dutch text of the Regulations shall prevail. Dutch law shall apply in all cases.
1.3 Legal Framework
All persons are present in the Convention Centre at the relevant Party’s own expense and risk. RAI shall not be liable for any form of damage to and/or loss of goods, tools or other possessions. RAI shall only be liable for damage or injury insofar as this is the result of intent or deliberate recklessness on the part of RAI and/or third parties for whom it is responsible.
RAI shall not be liable for damage resulting from the failure to perform any agreement, unless there is intent or recklessness on the part of RAI. Parties must ensure that they are adequately insured and that they obtain any required permissions, permits or exemptions in good time, and must comply with all relevant statutory regulations in this respect.
The Standard Terms and Conditions apply mutatis mutandis to these Regulations. The same applies, insofar as use is made thereof, to the Standard Terms and Conditions for Parking.
Personal data are processed by RAI and any third parties in accordance with the General Data Protection Regulation (GDPR). For more information, please refer to the Privacy Statement .
2 Conduct and Access
Information on the following topics, among others, can be found in ANNEX 1 'Code of conduct for suppliers, organisers and exhibitors' and ANNEX 1a 'Access Rules RAI'.
- Alcohol and tobacco products;
- Personal means of transport and accessibility;
- Pets and other animals;
- Access rules;
- Opening hours;
- Identification;
- Standard rental times;
- Advertising/media expressions outside the stand space; and
- Disruption of, or detriment to, an Event.
2.1 Working in and around the Convention Centre
When working in and around the Convention Centre, everyone must comply with the guidelines set out in ANNEX 2b 'Safe Working Manual' and ANNEX 1 'Code of conduct for suppliers, organisers and exhibitors' and ANNEX 1a 'Access Rules RAI'. Parties must ensure that they provide approved personal protective equipment themselves.
2.2 Employees from outside the European Union
Under the Dutch Foreign Nationals Employment Act (Wet arbeid vreemdelingen, WAV)
Under the Dutch Foreign Nationals Employment Act (WAV), persons who are not resident in a country within the European Economic Area (EEA) or Switzerland must hold an employment permit (TWV) or a combined residence and work permit (GVVA) in order to carry out work in the Convention Centre. Work may not be performed without such a permit. All Parties are responsible for compliance with the WAV in respect of their personnel and any auxiliary persons. Each Party is required, at the start of the work, to provide RAI with a copy of the identity document of any persons who hold a TWV or GVVA.

Each Party is fully responsible and liable for proper compliance with the Dutch Foreign Nationals Employment Act (WAV) in respect of its personnel and any persons working for it or on its instructions in any capacity. Each Party declares that it has established the identity of its personnel and of any persons working for it or on its instructions on the basis of an original identity document and has included a copy thereof in its records. Only if and insofar as required under the WAV will RAI check, on the basis of the copy of the identity document received, whether:
- the person concerned is the person to whom the identity document belongs, and whether the document is valid; or
- the person concerned is permitted to work in the Netherlands and whether any required employment permit is available.
If both requirements cannot be met, the person concerned may not perform any work within the Convention Centre. Where required, the person concerned will not be granted access to the Convention Centre.
If and insofar as required under the WAV, RAI will include a copy of the identity document in its records and will archive it after completion of the work in accordance with GDPR guidelines.
3 Safety
To safeguard safety in the Convention Centre, Parties must comply with the regulations set out in these Accommodation Regulations, their ANNEXES and the articles below.
3.1 Fire Safety
RAI endeavours to provide a welcoming and safe RAI Convention Centre for all Parties. Parties have their own responsibilities with respect to their own working conditions and those of colleagues and other persons who are present in the immediate vicinity of, or on, the work floor under the authority of the Party.
Persons must be informed of any hazardous circumstances and of the importance of complying with procedures, regulations, directions and instructions. ANNEX 2a 'Fire Safety Regulations' provides insight into the requirements that apply in order to safeguard fire safety at trade fairs and Events in the RAI Convention Centre. Parties must actively apply these regulations.
3.2 Safe Working Manual
Specific regulations are set out in ANNEX 2b 'Safe Working Manual'. These include, among other things, the company emergency plan, personal protective equipment, build-up and dismantling, stand construction, transport equipment and hazardous substances.
RAI’s policy is that products bearing the GHS08 symbol may not be used. For products bearing the GHS08 symbol, an alternative must always be sought and submitted for approval to the Health and Safety Coordinator of RAI Real Estate (realestate@rai.nl).
3.3 Working Conditions
The Parties are each responsible for complying with occupational health and safety (Health & Safety) requirements in respect of themselves, personnel working under their direction and supervision, colleagues, and any other persons present in the workplace. 3.4 Emergencies
In the event of an emergency, call +31 (0)20 549 12 34 immediately, stating the location and nature of the emergency. More information about emergencies can be found in ANNEX 2b 'Safe Working Manual'.
3.5 Security
RAI Safety & Security Management is responsible for the safety and security of the entire RAI complex.
All Events are subject to a security scan in accordance with the regulations set out in ANNEX 2b 'Safe Working Manual':
- RAI has its own security service;
- RAI monitors the Convention Centre by means of cameras, in accordance with the RAI Privacy Statement on CCTV monitoring;
- Stand security can be hired on request, including for evenings and nights; more information can be requested from securitymanagement@rai.nl.
4 Vergunningen en toestemmingen
Through the Umbrella Permit issued by the Municipality, RAI is authorised to grant permission for trade fairs, conferences, theatre performances and certain permit-required activities taking place during these Events. Only in exceptional cases must Parties apply to the Municipality for an event permit. The Permits Desk advises Parties on which permission is required for the intended activity. If in doubt about a permission, always contact: permits@rai.nl.
4.1 Event Permit
An event permit is required if the intended activity is not a trade fair, conference or theatre performance, or if the activity is classified as a high-risk activity.
4.2 Permissions under the Umbrella Permit
The following topics fall under the Umbrella Permit and can be found in ANNEX 3a 'RAI Permissions Manual:
- Flyering;
- Sampling;
- Posters and graffiti;
- Placement of objects;
- Pitches;
- Collections;
- Unamplified music outdoors and barrel organs;
- Lotteries; and
- Multi-storey stands, stages and grandstands.
4.3 Other Permissions
4.3.1 Permissions other than under RAI’s Umbrella PermitPermissions other than those granted under the Umbrella Permit can also be found in ANNEX 3a 'RAI Permissions Manual'. Examples of such permissions include:

4.3.2 Permissions and work permitsTo identify the risks associated with certain work activities on or to the RAI Convention Centre, these activities must be reported to RAI. This concerns work activities that:

4.4 Drones
In the Netherlands, the professional operation of drones — light unmanned aircraft referred to as UAS (Unmanned Aircraft System) or RPAS (Remotely Piloted Aircraft System) — is regulated by law. ANNEX 3b 'Drone Regulations RAI' provides detailed information on the use of drones inside and outside the Convention Centre.
4.5 Pavilion (temporary accommodation)
If a covered extension is required on the grounds surrounding the Convention Centre, pavilions or tents may be installed. This may only take place following written approval, to be requested via the RAI Account Manager, and requires permission for the placement of an object; see ANNEX 3a 'RAI Permissions Manual'.
5 Technical regulations, restrictions, loads and facilities. Building within building restrictions
Parties must ensure that they are properly informed about RAI’s building restrictions and technical regulations. Floor plans showing the relevant restrictions are made available to the Organiser by the RAI Account Manager. When furnishing and laying out each room and hall, Parties must, as instructed by RAI Safety & Security, take account of safety both during the Event and during the build-up and dismantling of the Event. RAI Safety & Security may remove or arrange for the removal of objects that endanger general and public safety, without stating reasons.
Specific rules on technical regulations can be found in the various ANNEXES, including:
5.1 Building restrictions
For safety within and around a stand, Parties must take account of the safety of all persons present in the Convention Centre. The Convention Centre is subject to a number of building restrictions, which are shown on RAI basic location plans and indicated on the floor on site; these restrictions must be observed. The general rules on fire safety and building safety can be found in the ANNEXES:

RAI retains general supervision at all times.
5.2 No attachment to the structure
Damage to the RAI building must be avoided; (stand) structures must be self-supporting and self-stabilising, where necessary with rigging support. It is not permitted to attach items to parts of the Convention Centre by drilling, nailing, screwing, gluing or using any other fastening materials or methods. Painting floors or other parts of the Convention Centre is also not permitted.
Any damage and/or defects resulting from (stand) construction that are identified by RAI will be charged immediately to the relevant Party. More detailed information can be found in ANNEX 4f 'Guidelines for RAI (stand) construction'.
5.3 Technical regulations for water, compressed air, gas and flue gas connections
The RAI Preferred Supplier (at the time these Accommodation Regulations were adopted: MTD) is the sole authorised supplier for the installation of water supply and drainage connections, gas and compressed-air connections and flue gas extraction pipe connections for stands. These connections can only be provided at a limited number of locations within the Convention Centre.
Water supply and drainage connections, gas and compressed-air connections and flue gas extraction pipe connections can be requested via the Event’s RAI Webshop van het Evenement.
For Legionella-prevention reasons, the use of open water on a stand requires permission; see ANNEX 3a 'RAI Permissions Manual'. During Events, water supply and drainage may only be used via the existing infrastructure in the RAI building; independent water supplies are not permitted. As many water supply and drainage connections are provided from the floor, the use of a raised stand floor is strongly recommended.

5.5 Floor loads
When using the Convention Centre, each Party must take account of the building’s floor load capacity; the specified values may not be exceeded during use. Tables showing the maximum floor-load values in and around the Convention Centre can be found in ANNEX 4d 'RAI Floor Load Limits'. This ANNEX also contains additional regulations for loading the marble floor in the RAI Convention Centre.
Specific information on moving materials between floors can be found in ANNEX 4g 'RAI Vertical Transport Regulations'.
5.6 Rigging regulations
When using the Convention Centre, each Party must take account of the load-bearing capacity of the ceiling and roof; the specified values may not be exceeded through use. The Preferred Supplier (at the time these Accommodation Regulations were adopted: Mansveld Expotech Rigging) is the sole authorised supplier for the preparation and installation of suspension points and hoisting activities for truss and rigging systems in the Convention Centre.
If the system to be hoisted does not meet the specified requirements, RAI or the Supplier may suspend the work. In order to suspend items from the ceiling and/or roof of the Convention Centre, the requirements set out in ANNEX 4e 'RAI Rigging Manual' must be met. This also sets out the permitted loads for the roofs and ceilings of the Convention Centre, which vary by room type.
If, with RAI’s permission, third parties carry out the rigging, a Preferred Supplier will at all times provide the required suspension points. In special cases, a third-party supplier (“Rigger”) may be engaged, in which case temporary written permission from RAI Real Estate is required. The Party must submit a rigging plan to RAI Organiser Services in accordance with the rigging guidelines described in ANNEX 4e 'RAI Rigging Manual':
- No later than 28 days (four weeks) before the first day of the relevant Event; the plan will be shared with the Preferred Supplier Haskoning for review;
- You will receive an official response from RAI within five working days at the latest, after which any amendments can be made;
- A final version must be agreed two (2) weeks before the start of the Event or trade fair. Approval of the rigging plan is issued by Haskoning in cooperation with RAI Real Estate;
5.7 (Safe) stand construction
Stand construction is in all cases carried out under the responsibility of the Organiser or Exhibitor. The stand builder must comply with the rules set out in these Regulations and the guidance provided in ANNEX 4f 'Guidelines for stand construction and temporary structures'. For certain Events, Exhibitors may receive written permission from the Organiser or RAI to deviate from the stand-construction rules. The Organiser is responsible for obtaining information on this point from RAI Organiser Services and for recording this in its own participation terms and conditions. An Organiser may allow uniform stand construction, modular stand construction or free-build stand construction; RAI Exhibition Services (RES) can provide advice in this regard.
6 Logistics and parking
6.1 Parking for cars and small vans
Anyone may park in RAI’s parking garages and car parks. The possibility of parking does not confer any right to a parking space in or around the Convention Centre. Parking is only permitted in the designated parking bays.
RAI’s parking garages have an hourly rate and a maximum daily rate. These are displayed when entering the parking garages. Exit tickets can be purchased online via Easy parking at RAI Amsterdam or from the ticket machines in the Convention Centre’s parking garages.
The opening hours of the parking garages and car parks are generally from 7:00 a.m. to 11:00 p.m. Exiting is possible twenty-four (24) hours a day.
The General Parking Terms and Conditions apply to cars and small vans parked in the parking garages or car parks of the Convention Centre. Specific information about parking at RAI can be found in these terms and conditions, including parking on RAI car parks and leaving a car overnight.
The garages and entrances to the Convention Centre are shown in ANNEX 5b 'RAI Site Plans'.
6.2 Logistics rules
Rules apply to the loading and unloading of goods for Events, deliveries and other work activities. These rules can be found in ANNEX 5a 'RAI Logistics and Parking Regulations' as part of these Regulations. These include, among other things:
- Build-up;
- Dismantling; and
- Transport and work equipment.
The safety regulations set out in ANNEX 2b. SAFETY _ RAI Safe Working Manual apply mutatis mutandis to all logistics activities. The maximum floor loads set out in ANNEX 4d 'RAI Floor Load limits' must also be observed.
Only work equipment bearing a CE marking may be used. A CE marking indicates that the entire final product complies with the requirements of the European Union, as set out in the applicable regulations, directives and standards, taking into account components, the assembled whole, safety and intended use.
Please note: all individual components must bear a CE marking, and the product as a whole must also bear a CE marking. Without a CE marking, a product may not be used in the RAI Convention Centre.
6.3 Parking for lorries/trucks and other large vehicles
Lorries/trucks and other large or high vehicles cannot be parked in the Convention Centre’s parking garages. Loading and unloading, as well as the parking of such vehicles, must be coordinated with RAI Traffic Management. More information and specific rules can be found in ANNEX 5a 'RAI Logistics and Parking Regulations'.
7 Additional information, products and facilities
Organisers and Exhibitors may purchase additional products and facilities for their Event or stand. These products can be purchased via:
- RAI Webshop or Exhibitors of the Event; and
- the RAI Account Manager for Organisers.
7.1 (Preferred) suppliers
Specialist work in the Convention Centre must be carried out by Preferred Suppliers. They are familiar with the location, processes and contact persons within RAI. On request, RAI can recommend Preferred Suppliers who have frequently carried out work within the Convention Centre and whose competence can therefore be assured. See also the definitions.
For other services, a Party may appoint its own Suppliers in consultation with the RAI Account Manager. See also the definitions.
All Preferred Suppliers and Suppliers must comply with all statutory and other applicable requirements. In order to safeguard order, safety, health, welfare and the environment, RAI reserves the right to refuse access to the Convention Centre to suppliers who are not competent.
7.2 Catering
Unless otherwise agreed in writing, the provision and sale of food and beverages, as well as the catering of receptions, lunches, dinners and other gatherings on stands, in rooms or elsewhere in and/or around the Convention Centre, is reserved exclusively for RAI Food & Beverage (F&B) or its subcontractors. This is due to permit requirements and food-safety regulations, including the HACCP guidelines.
It is not permitted to bring, or arrange for the bringing of, beverages and/or food into the Convention Centre, to keep them in stock, to sell them or to provide them free of charge, unless express written permission has been granted by the RAI Product Manager F&B for special requests, such as sampling or specific catering products.
From a sustainability perspective, RAI F&B uses as few single-use plastics as possible, in accordance with the Dutch Government regulations on reusable tableware Rules on disposable plastic | Waste | Government of the Netherlands. Cups or containers brought into RAI, including onto stands, must also comply with these requirements.
Organisers may communicate their culinary F&B requirements for the Event to the RAI Account Manager; specific catering requirements will be developed by the RAI Product Manager F&B.
After registering for an Event, Exhibitors may place catering orders for their stand or for rooms in the Convention Centre via the RAI Webshop. These orders are supplied exclusively by RAI or its subcontractors. Only in highly exceptional cases may this be deviated from via your RAI Account Manager; this will then be assessed by RAI Exhibition Services (RES) and, if approved, handled through an “own catering permission” agreement with the associated costs for a buy-out arrangement, subject to compliance with all applicable regulations and conditions, legislation and HACCP/food-safety requirements.
7.3 IT & audiovisual equipment and connections
At RAI Amsterdam, it is possible to have one or more wireless or wired internet connections installed. Within the Convention Centre, only RAI may provide internet access. Internet access is a facility or service that enables a computer, computer network or other network device to connect to the internet. Neither the Client nor any of its invitees is permitted to bring its own internet service provider into the Convention Centre or to have internet access supplied by third parties. Please contact your RAI Account Manager for this purpose; complex IT configurations will be developed by the RAI Product Manager IT. The following conditions apply:
- Parties are not permitted to operate wireless and/or wired internet services, including the 5 GHz frequency, or to make such services available to others, unless a written buy-out arrangement has been agreed with RAI;
- A Party is not permitted to use its own wireless access points; and
- RAI reserves the right to modify ICT connections in order to ensure proper communication for the purposes of an Event and safety around it. In doing so, the general interest and the interests of all users will be taken into account at all times.
Audiovisual equipment: connection to RAI’s audiovisual (AV) facilities, including speaker systems, in the rooms and lounges of the Convention Centre is reserved exclusively for the RAI Preferred Supplier. It is not permitted to connect AV facilities to RAI’s audiovisual (AV) facilities yourself or to have this done by your own supplier. Technical AV assistance can be requested via your RAI Account Manager.
RAI has Preferred Suppliers for full AV productions; contact can be arranged through your RAI Account Manager.
7.4 Services and amenities
8 Corporate Social Responsibility (CSR)
RAI places great importance on Corporate Social Responsibility (CSR). All Parties are expected to act consciously and responsibly with regard to the ecological, social and economic impact of their participation in an Event. In doing so, all Parties are expected to take CSR aspects into account, such as reducing energy and water consumption, limiting and separating waste, using sustainable materials, minimising nuisance to the surrounding area and considering the impact of their Event.
RAI also endorses the principles of the United Nations Global Compact (UNGC), including the Sustainable Development Goals (SDGs), and respects the Universal Declaration of Human Rights. More information about RAI’s sustainability initiatives can be found on our RAI.nl website Corporate Social Responsibility the RAI Account Manager and the RAI CSR Manager can provide further information on how corporate social responsibility can become part of organising a sustainable Event.
9 Complaints, damage and/or lost property
Complaints must be submitted within two (2) months of the relevant event. After this period, RAI reserves the right not to process them. RAI shall not be liable for damage resulting from the failure to perform the agreement, unless there is intent or recklessness on the part of RAI. The Organiser must ensure that it is adequately insured and that it obtains the required permits and exemptions in good time and complies with statutory regulations in order for the Event to take place at RAI. The Organiser shall accept the leased premises in the condition in which they are at the start of the rental period. Any damage identified during the rental period shall be for the account and risk of the Organiser. RAI reserves the right to charge such damage to the Organiser. Damage can be reported by email to schades@rai.nl. If the matter concerns a financial damage claim, it may be sent to riskmanagement@rai.nl.
Lost or found property in the RAI Convention Centre can be reported via the iLost RAI website.
